But where is the "requires approval" control set, for regular members?

First you need to activate post moderation, and then change the membergroup permissions in the new permission profile.

if you don't know where to enable this post moderation:
Go to: Administration Center ยป Core Features, enable Post moderation, and then in permissions for group you'll see two more settings:

* Post new topics, but hide until approved
* Post replies to topics, but hide until approved
