How do i disable package installations and other changes?

i am planning to build free smf forums for my school to be used by the graduates.
so, each class, for example class of 1976 will have their own smf forum hosted by my account.

now my question is, how can i change the settings so that the administrators of each forum will not be able to install mods and packages and additional smileys and stuff?

where will i find those ettings?
what files in my ftp are to be edited?

You can stop people accessing something by removing its action from index.php  There is a big list of actions near the bottom.
