Converting topics...Duplicate entry '1011' for key 'PRIMARY'

This error appears with i'm converting, what's this error?

If you are still trying to convert anything greater than IPB > 3.0 it is not going to work because we don't have a converter for them done yet.

I'm creating my own convert because in the topic "convert" do this error and i like know anything about this error.
