Once I have the forum working on the new server I want to be able to transfer database from the live server to new server before going live. Is there any other folders I should transfer over, without having to tranfer the whole forum. Assume there are attachments to topics etc?

I'm not sure what you're moving and what you're moving it from/to, here.
If everything's staying with the same host and you're just changing the URL, you can keep things where they are. But, if you're switching hosts, you'll need both the software and the database.
Or, have I totally misunderstood?

I am changing servers but keeping same url. So what I want to do is get the new server working in a test environment before transferring the database etc from the current server.
Then when ready to go live I'll transfer over database, attachments and redirect domain. Hoping to do it this way then copying over the software again, changing paths, reinstalling mods etc.
So I suppose my question is what should I be concerned about transferring over when we are ready to go live from the existing forum. Is it just the database or are there attachment folders that might have changed since we setup the test server?

Here's what I'd do...
Save the database from CPanel>Files>backups.
Save the site from the same page.
Go to new CPanel.
Restore the database from CPanel>Files>Backups.
Restore the site from the same place.
As your URL is going to be the same, you should be up'n'running, then.
