Most servers these days are configured to ignore (often silently) "chmod" requests from an FTP client. You have to use your hosting service's control panel. Sometimes SMF's permission change will work, too. There has to be a way to change directory and file permissions from the host control panel -- it's one of the most basic operations needed by a webmaster! Also note that some control panels have a strange way of changing permissions -- for example, in cPanel, you have to tick/untick 9 separate boxes, rather than just overwriting the three numbers!
If you still can't change permissions, either you're doing it wrong (e.g., giving invalid permissions) or your files were installed with the wrong ownership. This can happen if you FTP upload files and FTP creates the files with its own ID as owner. In your hosting control panel, you should be able to see who is listed as "owner" of the files. If it does not match the rest of your site, ask your host to correct it.

They want me to buy new linux hosting plan. I dont kow how to operate a linux, my only problem was my cache, need to be writable. I hope there is other way to fix this. Can someone help me on this. Thanks!

So finally you get around to telling us you're on a Windows server. OK, "chmod" may not work, but certainly you should have some sort of control panel that lets you change permissions (add/remove "Read Only" tags). SMF will happily run on Windows, so long as you have one of the three supported databases.
Isn't that typical of host support? The customer has a problem, so upsell them! If they don't offer MySQL or PostgreSQL or SQLite under Windows, you're stuck. If they won't credit your unused time on the Windows server towards your (usually cheaper) Linux account, you won't be able to use SMF. Funny thing is, Linux accounts are usually cheaper than Windows, and work better too! Whatever possessed you to buy a Windows account? You should do that only if you plan to run software (ASP, .Net) that absolutely requires Windows. Anyway, it sounds like "support" has no idea what SMF needs (the SMF cache is not above root). Don't let them jerk you around.
If you stick with the Windows account, and you do have a MySQL database, your host must provide some sort of Control Panel (e.g., WHM) that will let you change permissions. Find out how to use it. Have you installed SMF yet? You say you don't know how to access your account via FTP (your host can tell you), but it sounds like SMF is already installed and you had gotten as far as trying to change permissions, so I'm confused now. Did you use some sort of "one button" installer, and not FTP? You don't have to use FTP to change permissions, and as I said earlier, many servers won't even let it (yours among them).

I don't familiar with linux,since I thought that I need to change os to run the linux. So I decided to buy the windows hosting plan since I can install forum and install SMF one click installer through Godaddy, so I think it's easy and I don't need to do the manual installation through FTP and other things. Since I encountered the problem. I did research on it, I downloaded Filezilla to try to change the file permission. I already tried to change permission on godaddy cpanel.
The one that I still didn't try to change permission through my forum. I can't connect. I mention it in my last post.

Can't help think that you should bit the bullet and dump both GoDaddy and Windows and put it down to experience.
Find a better host and get a Linux account and you'l find it so much easier. Don't be put off by Linux as you are probably comparing it to your PC operating system. With a basic hosting hosting account Linux is fairly straightforward.
