Like in the subject , can i make a webpage which i directed to first before the main page of the website .

So for exmaple say your domain is xxx.com
when you type xxx.com it goes to the main portal
but how can i change iit so that when you type xxx.com
it directs you to a webpage link which requires to agree or decline
and if agree'd its sent to the main page and if decline sends then back to their homepage
i've seen it so many websites and i want it to please help

It's doable but it will make it harder for people to get to your site - and screw up search engines visiting your site too.

But Still i Get Foolish Kids on my website and i wanna stop that , Say they type xxurwebsite.com it opens my portal i just want it to open a certain page where it Asks if you agree the tos

On the same note, if you do what you're proposing (forcing agreeing to TOS), you will eliminate all but the portal page from being in search engines - meaning you'll be hard to find. Is that what you want?

Search engines can't agree to a TOS, so they won't see ANY of your site other than the front page.
