Here is the situation, I get this error:
www# ./install.php

Please run install.php from a web interface... in other words:
http://www.webarter.net/cgi-bin/bbv2/simple/install.php
It was not meant to be run from the command line, because many people do not have shell access to their servers.

In addition I observed the "cgi-bin" part in the path names. The forum is supposed to be installed in a directory which is in the public html area of your webspace.
