What does 'should not be in the position to see available pictures' mean?

Are you saying that you don't want users to be able to see the avatars of people who already have them, or don't want people to be able to select them from the gallery of avatars on the server already (which are not ones uploaded by other people, by the way)

permission group A can see all the avatars.
permission group B may not see any avatars.

That will require a mod. I'm really not sure what point that would have, though.
