I am not sure what happened.  This error was received when I tried to access my board last night.
Connection Problems
Sorry, SMF was unable to connect to the database. This may be caused by the server being busy. Please try again later.
I was using 2.0 beta 3.  Figure I might as well update to 3.1 and received this error when I tried to upgrade, Table 'rebel_smf.settings' doesn't exist
The table does exist, I checked myphp and it was there.  Repaired and checked the files and they all were okay.  I also ran settings repair tool and nothing has worked.  I am about reading to pull my hair out.  Have been trying to fix this for quite some time and nothing has worked.  If I posted this in the wrong spot, I apologize.  I have also searced the forums to see if anyone else has had this problem and found nothing.

I would run repair_settings.php as it sounds like your Settings.php file is empty.

What is repair_settings.php?

Make sure your database login information, name and server are correct.  Double check with your host and make sure what they say matches what the repair_settings tool says.

I did run the repair settings php file and there were no errors after I hit save.

They are correct, I double and triple checked them.
