Were you able to resolve this?  Normally you would need to log into FTP with the same credentials that you used when transferring the files in order to CHMOD the files.

I am currently have issues, as well.  GoDaddy's "one click" installer sets up the database, but that is it.  I have yet to access the board so I can set it up.  Very frustrating.

It should set up the files as well? Can you login to FTP and verify they are not present?
