SMF 1.1.16 Problem ~ No Smileys Editor

Im using the 1.1.16 version of SMf forums and im trying to edit my smileys package but..I cant.
it seems like there is no option to edit them on the admin panel..
I can just pick a package but i cant edit it..

Help!!  :'(

Ive added a new smiley pack and im trying to edit the smileys but nothing helps, and as for this smileys admin panels:
hxxp:domain.com/forum/index.php?action=smileys;sa=editsmileys [nonactive]
hxxp:domain.com/forum/index.php?action=smileys;sa=addsmiley [nonactive]

I can access them only by going to the url (no link for those pages on CP) and also when im editing something on there it shows me that how i like it to be on the panel it self but not on the forum..

for example im adding a smiley, I can see it on panel now but if ill try to use it in my poll I wont see it and I wont be able to use it..

I've always had hassles with smiley sets.

Here's why:

If you have different sets and those sets don't all have exactly the same filenames, etc. some won't work, if you select another set.

Say one set has happy.gif and another doesn't.

If one user, using one set, selects happy.gif and someone else, using a different set, doesn't have that, in the set they're using, they won't see anything.

I've always thought it best to have one set of smilies and add/remove/edit those, to your heart's content.

SO much easier. ;)

Im not talking about the smiley package that doest works, im talking about like when im adding a new smiley it dont really add it..i can see the smiley on the panel but not when im trying to post a poll or something like that..
