Jeff, It will be user-specific depending on the settings you have for that file type. To change it go to

Tools (Maybe view for win9x) >  Folder Options > File Types > Select VCF > Click Advanced then check/uncheck the box "Confirm Open After Download"

vcards a very good for adding contacts to a local adressbook

and simple to create vcards are only plaintext files
