Private boards

I'm sure I saw how to do this but now I'm lost. I want to either
    (a) set up a private board. Only approved members can access it
    (b) make registration for the whole smf site subject to approval (like some mailing lists).
It is (b) that is the preferred option.  This must be asked so often but I could not find
it ....  :(.

This can be done in the Registration settings area.
