Cannot open convert.php. Help!

I'm trying to convert my IPB to smf.  I managed to do this successfully last December as a trial run and have now managed to find the time to do the proper full conversion.

My problem is that now I can't seem to be able to open the convert.php.  I am using the 1-1-12-invision-converter and have uploaded a fresh copy of this but I get a 403 error message when I try to open this saying:

"403 Forbidden
Server configuration does not allow access to this page."

Any ideas what configurations I need to change on my server to get this to work?

The convert is: hxxp:sheffski.co.uk/forum/smf/converter/convert.php [nonactive]
