Url tags question 2.0.2

When an url is inserted here it can be masked using a piece of text like this but on my own 2.0.2 when I try this it simply inserts url tags round the selected text so as not allowing me to specify the url.

The question is simply is this a feature here from a mod or custom code or does my own tags have an error of some making ? I just want to be clear its intended function before I pull templates apart to find whats wrong. ;)

Or it's trying to be used in a place where it doesn't support it (e.g. a TP block in HTML mode), hence asking where the code is being used.
