no idea as i cant duplicate the issue, unless your users are not using the same theme that the guests are seeing.

Just had this problem myself, to clear it I first of all cleared cookies and cache as stated above, then try to login as normal which should bring the message back up, add theme?=1 on to the end of the address in the address bar and press enter which should then log you in with the default theme, go to your admin and change your theme settings to the default theme and make sure you reset everyone to default theme.

The issue is that the theme you have selected in your profile isn't compatible with the new version.

First update to last 1.1.16 version!
Then update to smf 2.0.2
before all of that, make backup of files and database!
