If that was my site, I think I'd ask my host, coz that just seems totally illogical, to me.

and this is the message they send me

"I have checked your issue and I am unable to find out anything wrong from server side. When we try to install plugin we get message 'Skipping file' and we are unable to install plugin. "

what "skipping file" means?

I am pretty sure the mod is affecting a file that you may not have on your site, like this one for example:
Themes/default/languages/Help.persian.php
Therefore that step can be skipped.
