[4873] Agreement.txt missing bug

I was on the fence about this one, but it is such an easy fix. It should create an error if the agreement isn't there. An admin might not check the agreement page and just expect the system to come up with one on its own. Then, users might register without seeing an agreement. So, that could cause a legality issue for the admin. Best to show an error and warn them profusely about it.

What would you think about a nice warning similar to the one admins receive when install.php is present in the directory?
