how do I de-archive the back up file....?

You will need to use PHPMYADMIN or Shell to import the file.

 I'm really new to this ........ where might I find .....PHPMYADMIN.....     and exactly how do I do it with that.....

Phpmyadmin can be found in cPanel. I may be able to help you further if you can tell me who you are hosting with.
