403 forbidden for one user only?

I have a forum running 1.1.6 software.
Recently, a user has told me that he is unable to post in one of our categories.  He also get's a forbidden when he attempts to edit a post to make it longer and when he tries to change his theme.
After a few forbidden errors, he's locked out for a few days.

He's an admin.
It's only him and it's only the two forums in the one category and when he alters his profile.
I've had him try a proxy (didn't work), use a new account (same issue), and clear his cache and cookies (no effect).

Any thoughts would be greatly appreciated.

What mods do you have?

A chat mod whose name I can't remember and SMF Gallery.
The chat mod doesn't work anymore.

And like I said, it's only that one member.  And I logged in as him and was able to post so I suspect it's on his end somehow but I can't be sure.

Might be his antivirus software that preventing some scripts being loaded? Ask him try disabling AV temporarily.

This other person... Has he had the intellect to try a different browser?
