SMF 1.1.16 Problem ~ No Smileys Editor

That's weird.
Try going to Admin>Packages>File permissions and setting that to "Standard".
If that doesn't work, can you ask your host if you have full ownership of the files on your site? It'll also be worth asking them if mod_security is enabled. If it is, ask them to disable it.

In the smiley editor, each smiley has a "location" setting that can be changed. Is it possible yours are being defaulted to "hidden" rather than "popup" or "post form" ? If so [hidden] hit the modify link and change the location.

the settings are 100% good, i've also tried to edit an old smiley to a different code and it didn't change it..

If not, would you like me to have a look in your admin panel, to see if I can figure it out?
Is the path to your smilies correct?
