This maybe should be a permission in the future, I think so anyways. Because there is some cases you might want to give some member groups the ability to post raw HTML. I wouldn't go overboard and give the ability to just anyone but someone you can trust.

Maybe there is a way you can edit the sources to allow this for some other additional member groups. It will probably have to be a manual edit though. I can't really help find it for you though since I am only on my break and have to get back to work soon.
