When i test site performance the files can't be cached.

That's the point; so that if you do an update, the browser will automatically see the updated version.

That said, Chrome frequently caches it anyway.

Depends, are you likely to be modifying your theme any time soon (including mods that modify the theme)?

If you are, keep the ?fin20.
