Encoding problem after upgrading to SMF 2.0 Beta 4

I upgraded from Beta 3.2 to Beta 4. My forum's language is English, but all posts are written in Bulgarian. There were no problems so far, because the database and forum encoding is UTF-8. There was no Bulgarian utf-8 language pack for the 3.2 version of SMF (there is for Beta 4). After the upgrade everything written in Bulgarian looked like this: ???????.  In order to read the forum one had to change the character encoding of their browser to cyrillic (not utf-8). Installing the Bulgarian utf-8 language pack, didn't help.
Any ideas about what might be causing this and how to fix it?

Did you try setting the default language after you installed it?  If so what does the Character Set column say for Bulgarian

Yes, of course I did. The character set column said UTF-8.

Try running the 'Convert the database and data to UTF-8' maintenace option in the admin section, under 'Maintenance' -> 'Forum Maintenance'.
