I think you have to separately enable [url] and [img] tags in posts and signatures. Did you overlook that?

There are separate sections in Admin for topics/posts and signatures. Both need to have BBCode enabled, and then make sure that URL is checked in the list of permitted codes.

Admin > Configuration > Features and Options > Signatures
Admin > Forum > Posts and Topics > Bulletin Board Code

It would help if you stated whether you're missing [url] in posts, signatures, or both.

To clarify, do all BBCodes fail, or just certain ones, and in posts or in signatures (or both)? If only certain tags fail, are they enabled (checked) in Admin as described previously?

I can't see an example, as guests are not allowed to view the forum. What mods do you have installed -- perhaps one or more of them are interfering with BBCode parsing?
