Permissions missing?

Hi,
Smf 2,02 fresh install, no customizing

I needed to setup a temporally board with no registration, no guest access and so on


Entering text instead of displaying SMS logo was surely my fault
But there is no permission to restrict guests to read news
Even with guest 0 rights, everyone can read the news
So a little hole and I removed news

It's been mentioned before that the 'news' is visible even to guests when registration is disabled and guest access is off.

Whether that's a bug or not is debatable, but I'd probably argue it is.

I can't see the news related to registration for sure.
No strong opinions on hide the news if guests are not allowed to browse the forum.

Let's move this to a less scary (to most) board like feature requests so it can be discussed.
