default theme images not working

Hello and Thanks in advance.

I have been a member here and user of SMF, often with Tiny Portal for years now!
I think I have learned a LOT but yet in 6 yrs or so I have only had to install SMF fresh a couple imes now.

I have full database access with MySQL and My PHPAdmin
Curently trying to set up a test site for a new community, on a server running my main long running site for last few years.
I have set up seperate database, new database user and a subdomain which is pointed at the correct folder path foor the installation.

I have dropped all tables and reinstalled 4 times now, twice with English as default and twice with English utf6 as default.
I have used repair settings, I have added utf8 after the fact, I have checked and double checked the file path for themes, images and so on...
I have used full install and webinstall, I FTP with CPanel from my server host.

I am not sure what else to try
I have searched and read through about 15 pages of related topics in here now.

Curve theme looks square, any others I install often have no banner or logo,
looks like images in public_html/web/Themes/default/images do not display
menus have no background - the whole thing works and I can install Tiny Portal or Simple Portal and they work but still have menu, button, image problems.

PLEASE HELP  ???  :-\

also it is currently SMF latest 2.0.2 with NO mods or themes

You either need to fix the permissions on http://www.web.forgotten-soldiers.com/Themes/default/images
Or reupload the images of the default theme to that folder

already checked all folders and files
set to 644 or most to 755 now

will go try replace again, I had not replaced that as I have used both webinstall, deleted everything then used webinstall again
then deleted everything and used full package install and deleted and used same full package again.
