Move Topic Posted In Wrong Place

One of the members has posted a topic outside of the topic that I intended. You can see here:

I want the top topic to be inside the posting details topic, is there anyway I can move it?

You want to merge the topics?

There should be a button at the bottom of that top post saying "Merge". You'll then get a list of topics within that (or another) board into which you can merge it.
