What to do when your content can only grow through other people

Hey guys, this isn't a plug, but I'm gonna post it to show you an example.
Www.tizeme.com - thats my site. Its dedicated to posting websites, getting critique, ect.
Now, I feel like I am going to run into a problem that I need to break past....
Giving an incentive to post something.
See, when you go to a website and you see its dead, its very rare someone will post content. I know the people who do post do it for 1 of 2 reasons
A. To help give me a little support
B. INCASE the website does get big, they will already have their content there.
But see, not everyone is like this, and say only 2 out 10 people are like this, its gonna be a very long time to grow until eventually there enough content for the average user to say "Hey, if I post here I will certainly get noticed!!!!"
So, what do I do to break past this?

A website can only become popular if there is a reason to keep coming back to it. A site that is basically a series of links to other sites is fundamentally only going to compete with search engines so why will people bother to visit you, and keep returning, if your content isn't going to be unique and different?
