Upload theme form file broken

Hi,
When I try to upload a theme (in any format) using the button on the Theme and Layout page, it only creates 3 files in the specified folder, and the theme won't work. Is that a bug or something I am doing wrong? I am using Mac OS x.3.5, and Safari 1.2.3.

Does the theme package include a theme_info.xml file?
