Possible to mix PHP-based SMF with other languages and platforms? Who knows. I'm not aware of PHP wanting to play nicely with other languages, but the only experts who could tell you would probably lurk on various Web-related language and platform discussion boards. Maybe you'll get lucky and find someone here at SMF who, if they don't know the answer themselves, could direct you to the right place to find out. Start googling terms like PHP cross platform language Python Ruby etc. and see what you come up with.

Actually, that's sort of missing the point.

There are a couple of SMF APIs out there, one designed for REST use, in which you could build (trivially) connectors in other languages and interconnect over HTTP, no need to try mixing languages at all.
