go to the boards list in the admin tool.
When you edit the board, it should tell you if the permissions are local or global

I had a look in control panel.  But can't find Admin > Tools > permissions are local or global.

Would it be possible if you could point me to the location to fix.

???   there is not tools menu. I never said admin > tools... I said using the admin tools.

i.e. admin > forum > Boards
select board > modify

Could not find problem.  Just the same as my test forum and all can see posts there.
