upgrade using IP not DNS

i have just switched hosting and the DNS are not updated as of yet. i want to install yabbse dump everything on the new server then upgrade to SMF. I get an error when i try to install yabbse under CHMOD 755, this is after everything is installed like when i try to get into the index.php

i CAN NOT get the install.php to run with CHMOD 777 it only works with 755, because the readme file says to do it under 777.
I can get all the files extracted from the yse155.ya all is correct, mysql database and all is correct
could this be caused because i do not have the domain pointing to the IP ???

You know you can just dump the yabbse database into the new database and upload the SMF upgrade package PLUS the old Settings.php file (edited to be correct on your new server) and run upgrade.php. There is no need to install YaBB SE again as far as I'm aware...
