Missing menu items in admin section and also everything in moderate section

I have a few minor areas that appear to be missing text in the admin area on the menu.

However just as bad or worse I am missing the entire text for everything in the moderate section including the moderate button on the classic theme.

I just upgraded to the latest beta from 1.1.6 and I have not even one mod installed. Any reports of this yet?

I looked at it and it was part of the problem. Not sure how or why it became the problem. During the upgrade it did not have an error.
The fix was to delete the whole default theme. Then recopy the whole default theme from a full drop of smf 2 from the downloads page. Then go and edit my settings.php from english-utf8 to english
Would have been nice to get a warning in the upgrade process but not really complaining.
