Please put this in the same place as Settings.php!

But nothing else.  Same as the other link.

Are you absolutely sure you're putting it in the same place as Settings.php?  So, like it would be this:

Hey [Unknown].  I'm doing exactly that.  Click the link, then click the download link.  Don't know what to tell you about why it doesn't seem to be there.  It just isn't there.
