Would this be as in a situation when bridging with a third party package like Joomla/Wordpress or another situation ?

All's I want to be able to do is register an account from a separate file which would be a PHP file. So I can carry on with my project.

You could just insert a new row to {db_prefix}members, making sure the data was valid of course. Furthermore, have you checked the SMF Function Database?
