[HELP] ive got High server processes and forum feels heavy.

Hello,
I'm pretty new to this forum and server stuff so was a bit suspicious when i saw my server  processes at 396 also me and many users have noticed my forum is laggy and felt pretty heavy.
my forum is http://forum.techbless.com which has 3 websites running of my server.
my sever status screenshot is attached..

What are those perl scripts you have running?
They seem to be using copious amounts of resources if i'm reading it right...

That the forum feels "heavy" will be related to the high CPU load.

No scripts to what i know of it only has the forum a wp blog  http://techbless.com and my website http://allstar-effcts.co.nr
 
And its not a active community as its relatively new so i don't see how the cpu can be high..
