Universal Header File

Hello,
I was curious if there is a universal header file that is included on every page or is each page independent?
Reason I ask, is I have this Js RSS ticker on the top of my page and it works fine on the index. When I navigate to a different page the ticker doesn't display.

Try adding it to index.template.php on each theme. :)

That's the thing is I have it on the index.template.php and it doesn't show on other pages. It has a Js code that has to go in the head. I think that is what is causing the issue and I am not sure if that code in the head is being included on the other pages.

Well, everything that I've ever added to that file shows on every page.
Logos/banners/clocks that kinda thing.

Yea that is what I thought, it is really strange. I have the ticker on the same line as some social icons just one is at one end the the ticker is at the other. The icons so on every page no problem. The ticker doesn't. You go to a different page other then the index and view the source and the code is there but no displaying. I know the ticker isn't SMF but just thought maybe there is some header include file I might have been overlooking.
