Increase max PMs sent per hour (make it by group instead)

I know for a fact that I applied either a custom mod or hack that made it so that I could control PMs per hour by user group. Does anyone know where this feature is or what mod did this or the original code I might have hacked into SMF 1.1.16 to have made it work? Like I've indicated, I *know* it is working for my forum, but I am being told by another forum admin that it is not possible and not working.
