Presented with "White Blank Screen"

Hello,
Whenever I try to open my administrative menu for:
Configuration > Features and options
and
configuration > Modification settings

I am presented with a white black screen.
I cannot access any of the menus within "Features and Options" or "Modification settings" to make changes.
Would anyone know why or how this happened?

K@:
Try going to Admin>Packages>File permissions and setting that to "Standard".

Aww i was so hopeful, I made those changes but unfortunately I still get a blank screen when I try to click on the following:
Configuration > Features and options
configuration > Modification settings

There where never any error reports when installing mods, and the tests where all successful.
This doesn't affect anyone on the forum but it restricts me from modifying some important settings,
I really hope i can get help sorting this out.

One of the weird things is the URL shown when i click on the page.
When i click on features and options, I get this url and a blank screen:
http://mgsuniverse.com/index.php?action=admin;area=featuresettings;fb1d280bdf=5be4b85867dc11505859ff8abf1671d5

and for the Package mod settings:
http://mgsuniverse.com/index.php?action=admin;area=modsettings;fb1d280bdf=5be4b85867dc11505859ff8abf1671d5

first off, i don't think those numbers are supposed to be there.
secondly, they are both the same. This is the only connection i have to what might be the problem.
Can anyone see what the problem might be based off these two links?
can someone recommend a specific error log I can look for and post here?
Should i try the Repare_files.php?

First up, yes they are. Secondly, they're supposed to be the same, that's kind of the point as it happens. These are the session details, passed in both the URL and cookies and they need to match for you to have access to the forum admin panel (amongst other things) to prevent a thing called CSRF.

You need to be looking at the forum error log, Admin > Maintenance > Logs > Error Log first of all.
