Page displays funky in IE

Okay well this is happening on IE 8, I want to support 7, 8, and 9 at the very least....does anyone have any ideas? :(

How does it look with IE Compatibility View enabled?

Exactly the same.

ziycon:
Is quirks mode set by default on you're browser if you're using the IE developer tool(F12)? If so then you might need to set the doctype correctly as quirks mode can destroy a site layout.

But not everyone will know how to do that...what exactly is happening when that happens?
