You might need to be more specific. What's broken that needs to be fixed? :) Viewing the site as a guest, nothing seems all that broken to me.

I attached a pick to show you, I wanted the logo and user area to line up.
So to me one has to go up or the other one has to go down.

Mind attaching the index.template.php file for that theme? top_section ends before upper_section.
