How has your host disabled SMTP?  You should be able to use a third party SMTP service.  Most times you can use an alternate port if your host/ISP is blocking.

If they are purposely delaying mail for that time period I'd look for a new host.

Got this problem fixed used my email service providers SMTP after they enabled fsockopen()
