<blockquote> failing at BBCode url tag

If you have a [url] tag within a <blockquote>, the blockquote is abruptly ended at the url tag. An <a href> HTML tag works fine there (does not end the blockquote). I haven't tried other combinations of HTML tags (basic HTML tags enabled) and BBCode. It doesn't seem to be a reasonable restriction, so is it a bug?
