If you're asking whether anti-spam verification questions are sufficient to prove that a guest is not a spammer ("safe"), the answer is no. It merely proves that they are likely a human (or a sufficiently smart bot) who can get by the verification and is sufficiently determined to make a post that they will go through the verification process. Allowing posts by guests is always riskier than posts by registered members.
