Yes, especially the way brain-dead people make a post that's just a complete quote copy of an earlier post, and then make a separate post with new content. (Maybe adjacent posts within a few minutes, by the same person, could automatically be merged? Or, just auto remove posts that are nothing but a quote.) You would have to be careful, though, that another member didn't sneak in another post while you were composing your reply, leading to confusion (if there were no quotes allowed).
I find selective quoting, even immediately after the post in question, can be useful if done with restraint. Perhaps the solution would be to keep the Quote button, but require that the quoted post be edited. If it's not edited, remove all but the referring timestamp line. The follow-on problem is that the original post could then be later edited, leaving the reader of the second post wondering what it's referring to! A solution would be to keep a copy of every post (when quoted), and provide a link to the copy at time of quote, if it was not edited, but that may be getting overly elaborate for the problem.
Say that SMF got rid of the Quote button. Might there be a way, when cutting and pasting from another post (even other topics) to bring along the normal "quote" information? This would encourage selective quoting rather than entire messages.

Or, alternatively, a method whereby one can quote a post, and maybe press Ctrl-Enter to break the quote so you can insert your reply - gives you much the same flexibility as with selective quoting but more easily unless you want to be very specific about the bits you want to selectively quote...
