Bubbles

My sites users would like to advertise there own home businesses :) which is good in one respect, bad in another as I dont want to be over run by people signing up just to advertise there company and then go off, never to be seen again.

I was thinking that it would be nice to have an artificial currency - something like 'bubbles'  but based on Karma or paypal donations.

Only an admin or global can then provide a member with extra bubbles - by upping their Karma(to be renamed bubbles - and visible only to admins/globals).

If a user has no Bubbles to spend, then they will not be allowed into the 'create an advert' area which would be in the CMS part of my site - still to be coded.

Has anybody else thought about something like this, or am I going a little to far with it?

Your thoughts would be appreciated :)
