Unwanted posting without approval by Moderator

I'm having instances of unwanted posting without approval by Moderator, even before membership has been approved. I've made changes to the Guest permissions and to the relevant users permissions but nothing seem to be effective, I must be missing something but cannot tell what it is?

Are you using any board specific permissions? Are the posts made in the same board(s) or it changes arbitrarily?

Accurate !!!

The problem was in the Board Settings
"Board Theme:
This allows you to change the look of your forum inside only this board."  Settings, apparently overriding all others.
