How to edit the help file

In the version I am using (1.1.16) the "help" file is actually manual.english.php. I see what I need to change, but when I try to write my own version I get two errors:

1. I get a parse error.
2. All the bullets, images, and table remain from the old page. Even if I delete everything except my new text.

Can anyone help?
