Well, it partially depends on how many boards you have. If you don't have a ton, it wouldn't be that big of a performance hit, especially if you cached the list.

Mind explaining how you intend to cache it when it must be managed by group for access? (So that regular users don't see the staff only boards for example)

Meh, that's true. Although you could add the permissions to the array.

Arantor:
So you're going to load every board, cache that and figure out its permissions when displaying? That isn't going to be very fast either.

Labradoodle-360:
Sure, that wouldn't affect performance that badly.
